In accordance with the internationally agreed regulations on the transport
of dangerous goods packagings, including IBCs and large packagings shall be
manufactured under a quality assurance programme, which is recognised by the
competent authority to ensure that each packaging meets the regulatory
requirements. The Dangerous Goods Transportation Act
(Gefahrgutbeförderungsgesetz - GGBefG), § 9(3) requires additionally the
monitoring of the production of packagings.
As the competent authority, BAM in consultation with the concerned industry and
in agreement with the Federal Ministry of Transport, Building and Urban
Development has issued procedural rules BAM-GGR 001 - Procedures on the
monitoring and quality assurance for the production of packagings. These
procedures provide for the recognition of the quality assurance programme based
on an initial audit, to be repeated at intervals of 3 years. The conformity of
manufactured packagings with the approved design type is assured by annual
performance tests at random (monitoring tests).
Audits and monitoring tests are performed by BAM or by monitoring bodies
recognised by BAM. The recognition procedure, in particular the organisational
and personal conditions are outlined in Annex 6 of BAM-GGR 001. The validity of
the recognition is limited normally to three years and may be prolonged on
application.
Foreign manufacturers producing packagings under German design type approvals
are also subject to these procedures whereas BAM usually approves the quality
assurance and control system established in these countries. This is achieved
by Memoranda of Understanding agreed with the competent bodies of the countries
in question in general form or on a contractual basis in individual cases. Thus
the manufacturer may choose between the German or his national system.
The linked lists of recognised monitoring bodies are related to those for
national and foreign bodies. For the selection of a monitoring body, the scope
of the recognition (monitoring testing and/or auditing) should be taken into
account.
All recognised monitoring bodies are obligatory members of the BAM working
group on monitoring bodies (INQÜ) bodies. Alternatively, the validity of the
recognition is limited to one year. Results of its consultations may be found
