According to the internationally agreed dangerous goods regulations the design type of every packaging, IBC and large packaging shall be submitted to the performance tests "in accordance with procedures established by the competent authority." The Federal Ministry for Transport, Construction and Housing in agreement with the local States has set down essential elements of these procedures in Annex 3 to its RSE Guidelines on the application of the Dangerous goods regulation on the transport on road and rail (GGVSE) and authorised BAM to establish further procedural rules in form of Dangerous Goods Procedural Rules, BAM-GGR.This was done for the design type testing procedure in consultation with the concerned bodies and in agreement with BMVBW by the BAM-GGR 005 - Procedures for the design type testing of packagings for the transport of dangerous goods.
RSE and GGR 005 provide for the testing by BAM or test houses recognised by
BAM. The recognition may include the complete design type test or parts of
it.
Test houses shall demonstrate to BAM their organisational conditions and their
professional expertise by an audit. The validity of the recognition is limited
normally to three years and may be prolonged on application based on a positive
re-audit by BAM.
All recognised test houses are obligatory members of the BAM-working group on
test houses. Alternatively the validity of the recognition is limited to one
year.

For the selection of a test house limitations in the scope of the recognition
(such as the maximum gross mass of the test sample) should be taken into
account.
