Instructions for granting general building inspection test certificates

Nach §21a der Musterbauordnung (MBO) für die Länder der Para. § 21 a of the Prototype Building Regulation (MBO) for the States (Länder) of the Federal Republic of Germany, December 1997, states that building components whose use is not intended to meet the full safety criteria for structures, need general building inspection test certificates. A general building inspection test certificate can be issued by a testing body under § 24 Para. 1 Set 1 No. 1 of the MBO for non regulated building components. Textile floor coverings belong to this group under the Building Regulations List A, Ser. No. 2.10.2 of the German Institute for Building Technology (DIBt), Edition 2000/1. Under DIN 4102-1, floor coverings must meet the requirements of class B1 building materials. This condition is met when they pass the DIN 4102-14 test and meet the requirements of class B2 building materials.

DIN 4102-14 uses an example of a fire situation, where flames leap from a door opening into the adjacent room. Under this impact, horizontal flame propagation and smoke development from the floor covering must be negligible.The DIN 4102-14 test has been passed when the average value of the critical radiation intensity measured on three samples is a minimum of I= 0.45 W/cm² and the average value of the integral of light attenuation obtained on three samples over a test period of 30 min is a maximum of 750 % × min.

One of the testing bodies recognised by DIBt for granting general building inspection test certificates for inflammable floor coverings is assigned to BAM's Division IV.2.
